What is the difference between HTML and CSS?

HTML shows the content. CSS makes it look nice.

Why might we want to use semantic tags instead of divs?

Semantic tags tell what the part is, like header or footer. It is clearer than just div.

If HTML doesn't provide any formatting of our information, why are these h3 tags bolded and a larger font?

The browser gives them a default style to look bigger and bold.
